In Canada, the federal government introduced a bill on the introduction of plain packaging for tobacco products. A decision strongly criticized by Canadians according to a study conducted by Forum Research.


CANADIANS CONSIDER THE NEUTRAL PACKAGE AS AN ECONOMIC WASTE!


Forum Research realized 200 interviews Online from Canadians ages 19 and older, between August 22 and 1 September 2017er. They voted against the bill in the majority, saying that mandatory plain packaging for cigarettes is a waste of state resources.

Eight out of ten Canadians (81%) believe inimportance of the brand image on productsbecause this image provides consumers with information about the product and differentiates it from others.

When it comes to cigarettes specifically:

Almost three-quarters of Canadians (74%) believe that since tobacco is a legal product that adults are allowed to buy, manufacturers of tobacco products should be allowed to put their marks on their products.

The majority of Canadians (65%) believe plain packaging is unnecessary, and almost as many (64%) believe it is a waste of government resources.


THE PROOF ? NEUTRAL PACKAGE FAILURE IN AUSTRALIA!


In Australia, plain packaging for tobacco products was adopted 6 years ago. The results at the end of the first three years of application of this measure indicate that:

"[...] despite a long-term downward trend in smoking rates, no significant decline in the daily smoking rate was recorded during the most recent three-year period (from 2013 to 2016) for the first time in over 20 years ».

According to the promoters of the Forum Research study, this experience in Australia proves that “ price is now the only criterion for selecting consumers when it comes to buying a tobacco product, and the cheapest product will always come from the black market».

They argue that unregulated and untaxed cigarettes already account for one-third of the market for cigarettes sold in Ontarioand that the adoption of plain packaging will only worsen the situation.

« Canadians have reason to believe that plain packaging of tobacco products will be ineffective. The policy has not had the success expected in Australia, where it has been in effect for almost five years, and government data indicate that the long-term decline in tobacco use has now reached a plateau1, and that the global illegal market now represents 15%, the highest level ever » indicated Igor Dzaja, CEO of JTI-Macdonald who commissioned the study.
The federal government's desire to make plain tobacco packaging is motivated by the desire to protect young people. By making the packages less attractive, by removing any idea of ​​promoting the brand behind these packages, they are at the same time unattractive to young people who smoke more and more early.According to the government, this law would thus preserve the health of the population at the grassroots level and reduce health expenditures.
