COP 7: The WHO unveils its report against the e-cigarette.

Du 7 at November 12 next will be held in New Delhi in India the ' COP 7 - 7th Conference of the Parties". This major world conference organized by the WHO FCTC concerns the fight against tobacco and will examine the implementation of the WHO framework convention. 2 months before “COP7”, the WHO has therefore unveiled its game by offering its report on e-cigarettes. With the latest releases from the World Health Organization concerning the personal vaporizer, one should not expect to see the institution praising it. And it is therefore no surprise that we find in this report (available entirely in English) a real attack in order against the e-cigarette.

First of all, according to the WHO, there are few reliable studies on the personal vaporizer, the institution does not seem very interested in risk reduction and prefers to advise all countries an almost total ban on e-cigarettes using "minors As an excuse (Prohibition of distribution and sale).

Also, WHO is worried about a possible takeover of the vaping market by the tobacco industry. According to them, the various regulations and taxes on tobacco products could push Big Tobacco to refocus on the e-cigarette to impose itself. Clearly, if the tobacco industry takes too much space in the e-cigarette market, the WHO will be tempted to impose new, even more restrictive regulations.

The World Health Organization therefore provides details on its suggestions for prohibitions, it wishes :

- The introduction of taxes that would discourage minors from buying vaping products,
- The increase in taxes on tobacco (higher than on e-cigarettes) in order to reduce a possible gateway effect among minors,
- A ban on sale to minors,
- A ban on possession of e-cigarettes by minors
- A ban or regulation on the use of flavorings (so as not to arouse the interest of minors)
- A measure to fight against the illicit trade in electronic cigarettes.

Only small light in this report entirely dependent, WHO recognizes that the e-cigarette can possibly help some smokers if its use leads to a complete and very fast withdrawal.
