On the occasion of the opening of COP7 on Monday November 7 2016 in New Delhi, India, the European Independent Vape Coalition publishes a briefing for Ms. Zsuzsanna Jakab, Regional Director of the World Health Organization (WHO ) for Europe.

At the Conference of the Parties to the WHO Framework Convention on Tobacco Control, participants will discuss tobacco control measures around the world, as well as investigation report on "Electronic nicotine inhalers and electronic inhalers not containing nicotine".

According to WHO, one billion people could die of tobacco use in the 21st century. Despite the tobacco control measures that have been in place for many years, smoking prevalence remains globally very high, especially in France, where it affects 34% of the population and is responsible for the premature death of 78 000 people each year. .

In its report on vaping products, the WHO recognizes for the first time that “while the vast majority of smokers who cannot or do not want to quit smoking immediately turned to another source of nicotine with less health risks, and then finally stopped using it, this would represent a significant advance in public health. "

However, this advance in favor of the vape does not hide the many disproportionate analyzes and recommendations of WHO, in the context of a report whose tone remains overall negative, even as 6 millions of Europeans have stopped smoking thanks to the personal vaporizer.

The WHO must recognize that the personal vaporizer has the potential to save millions of lives and works effectively for the reduction of the risks of smoking: the vape is the ally and not the enemy of the fight against tobacco.

With the support of a considerable number of health professionals, scientists, and the mobilization of user communities, WHO must stop threatening the future of vaping products. For example, in the United Kingdom, where institutional support for vape is accompanied by a historically low smoking prevalence rate.

In the face of misinformation that the vape remains the victim, WHO has the responsibility not to contravene its general mission of promoting public health. Many countries, including India, which hosts the COP7 this year, still disproportionately restrict or ban the vape. This year in India, Mr Parvesh Kumar, aged 25, was sentenced to three years in prison for selling vaping products.
