David Sweanor, from the Center for Health Law, Policy and Ethics at the University of Ottawa, recently decided to react to the potential consequences of this measure for public health if it were adopted. Global advocate for public health, David Sweanor believes that such a ban could certainly prevent people from smoking, but would also risk limiting access to reduced-risk (non-combustion) products for adults.
« From a public health perspective, it would be very nice to see this measure differentiate between different products. The reality is that 
it is smoke that kills people, not nicotine or even tobacco, it is smoke. »He declares.
« FDA commissioner Scott Gottlieb insisted we need to reduce what he calls the risk continuumsaid Mr. Sweanor, noting in passing that cigarettes are about 100 times more dangerous than most non-burning products available. »
While supporting the idea of eliminating menthol cigarettes, David Sweanor thinks it would make sense for flavors to remain available for harm reduction products. The goal would clearly be to leave a door open to help smokers drop out and switch to devices like vaping or snus.
« If all products are banned, this clearly protects cigarettes and closes the door to alternatives for smokers. Let's not forget that half a million Americans die from smoking each year… We really need to educate consumers that there are huge differences in risk, as Dr. Gottlieb said. If you can reduce your risk by 95% or more by switching to non-combustion products, why not encourage it instead of blocking access. »
