FINLAND: The tax on e-liquids in place since the January 1er.

Last July, Finland announced plans to introduce tax legislation to reduce the use of e-cigarettes (see our article), this one had to bring back some extra millions of euros a year in the coffers of the State. And indeed, since the 1er last January the e-liquids are taxed up to 0,30 euros per milliliter.

A TAX ON E-LIQUIDS AND A LIMITATION ON FLAVORS AVAILABLE

It was announced, since January 1, 2017, e-liquids are taxed at 0,30 euros per milliliter. Last July, Merja Sandell, government advisor with the Ministry of Finance had announced that if this draft tax at 3 Euros (for 10ml of e-liquid) was approved, the price of the cheapest products on the market would double.

The Finnish government wishes thanks to this legislation to reduce the use of personal vaporizers and also to bring back a few million euros in the state coffers. More generally, Finland wants to eliminate all products containing nicotine by 2030, this first step therefore clearly aims to reduce the number of vapers in the country.

Recently, nicotine e-liquids were not authorized in Finland, Merja Sandell had also declared " The idea is that the tax does not come into force at the same time as the legal arrival of new products on the market. Everything is conditioned on the extension of the tobacco tax to all of these products».

With this new legislation, it is also the flavors of e-liquid that are limited, only the 'tobacco' flavor was now authorized. The country does not seem to have ended the restrictions with the e-cigarette since the import of nicotine e-liquids from abroad will be prohibited from July 1, 2017.
