In Finland, the tobacco directive transposition project shows the tip of its nose and proves once again to what extent there is reason to be concerned about the future of the e-cigarette in Europe and more particularly in France. The country has decided to launch a "national" plan to get rid of nicotine products by 2030. The transposition of the Tobacco Directive will therefore be strictly applied in Finland with the following restrictions: :
- Prohibition on the sale of electronic cigarettes or e-liquid to people under the age of 18
- A seller must be present during the sale / transmission / donation of an e-cigarette or e-liquid.
- Prohibition of setting up vending machines.
- Consumers cannot acquire or receive electronic cigarettes / e-liquids by mail or other similar means from foreign countries.
- Distance selling (telephone, internet, etc.) is not authorized.
- The product must deliver consistent doses of nicotine under normal operating conditions.
- Electronic cigarettes and e-liquid containers must be fitted with protection against children and against misuse, breakage and leakage. They must also have a sealed filling system.
- The containers should not exceed 10ml, the maximum rate is evaluated at 20mg of nicotine / ml
- Atomizers or clearomizers must not exceed the capacity of 2ml of filling.
- E-liquids cannot have flavors. Flavoring products cannot be sold or offered with e-liquids. They also cannot be placed near e-liquids in stores.
- The import restriction is set at 10ml for e-liquids that do not have the Finnish and Swedish warning labels, this is based on an estimate which assumes that 10ml of e-liquid is equivalent to 200 cigarettes.
- The sale of e-liquid requires a license, it is offered at 500 euros / year
- Advertising and marketing are prohibited.
- E-cigarettes and e-liquids and their brands cannot be promoted at resellers. A specialty store can show the products provided there is a dedicated area with a separate entrance and the products are not visible from the outside.
- Prohibition of the use of electronic cigarettes in enclosed places as well as in outdoor events where people must remain standing.
