At a press conference, the Minister of Health, Lydia Mutsch, presented the main changes to the amended 11 August 2006 law on tobacco control, following the approval of the Council of Government at its meeting of the 6 July 2016.
Indeed, the government program provides " after the adoption of a regulation at Community level, the anti-smoking law is adapted, and in particular as regards electronic cigarettes"
An Alignment of the Regime for Electronic Cigarettes to that for Conventional Cigarettes.
In order to protect the health of citizens and consumers from the potential risks of e-cigarettes, the bill provides for the prohibition of "vaping" in the same areas where the smoking ban applies.
The electronic cigarette poses a potential health risk, mainly because of its main ingredients. In fact, undesirable organic compounds, because they are toxic or carcinogenic, are found in the inhaled and emitted vapor. Propylene glycol, glycerin and nicotine, at varying concentrations, are the main constituents. E-liquids release irritating substances that are classified as toxic for consumers and the environment, but to a lesser extent than conventional cigarettes.
In addition, as the use of the electronic cigarette simulates the act of smoking itself, this can be a stimulus to smoking initiation particularly in young people. This "renormalises"Also the image of smoking in society, and destroys tens of years of efforts to build a society of tomorrow without tobacco.
Finally, the project regulates many aspects of the e-cigarette, such as its marketing, e-liquid content, nicotine e-liquid concentration, volume of charging units, information consumers and advertising.
