The NF standard for electronic cigarette liquids is under development. AFNOR mandated the Bordeaux laboratory Excell to carry out the analytical audit of e-liquids.

Whether it is about its marketing or its consumption, the fact is that until today, and despite its appearance in France in 2007, the electronic cigarette did not yet have precise regulations.
This is also valid for e-liquids and their standards. The marketed product is not recognized either as a tobacco derivative or as a drug.

It is only beyond a nicotine level limited to 20 mg / ml that the National Agency for the Safety of Medicines and Health Products specifies that marketing requires a marketing authorization.. Clearly, below, the electronic cigarette and its components are considered as consumer goods only.

If the regulatory work is underway, with the strong participation of certain producers of e-liquids, such as the Bordeaux VDLV for example, the fact is that for the moment it does not exist for the cigarette itself.
A situation which undoubtedly favors the development of this market, but which represents, in fact, possible risks for users.


TWO STANDARDS BUT NO OBLIGATIONexcell


It is to correct this state of affairs that AFNOR (French Association for Standardization) has just published the first two standards for electronic cigarettes and e-liquids.
Note that these two standards are technical documents available to all manufacturers. They aim to reassure users and promote the marketing of good products… but they are not currently mandatory. This is a recommendation that manufacturers, especially French manufacturers, are free to adopt or not.

Anyway, the certification of e-liquids and in progress and it is at the Bordeaux laboratory Excell (head office in Mérignac) that Afnor has entrusted the analytical audit and therefore the analysis of e-liquids in order to eliminate the risk associated with any allergenic or toxic substances in e-cigarettes, while controlling the level of nicotine. In addition, Excelle studies the composition and emissions of e-liquids.

You should know that of the fifty or so e-liquid customers (manufacturers and resellers) mostly French but also foreign (UK, Belgium, Canada) that the French Association for Standardization has, the most frequently observed problem concerns non-compliance. the labeling of the product in relation to the dosage of nicotine.

To date, only one of the producers and resellers has requested certification which should represent an asset on the market for the brands which will adopt it.
