In this context, it is always interesting for professionals and consumers to know which electronic cigarettes and which e-liquids comply with European regulations.
THE REGULATORY FRAMEWORK AND THE ROLE OF ANSES
La Tobacco Products Directive (2014 / 40 / EU), entered into force on May 19, 2014, is applicable in the Member States of the European Union since May 20, 2016. It establishes rules concerning the manufacture, presentation and sale of tobacco and related products.
Before these products are marketed on the territory of the European Union, manufacturers and importers must declare them to the national authorities concerned. In France, the competent administrative authority is the Ministry of Health.
In this context, ANSES is responsible for the receipt, storage, processing and analysis of information submitted by the registrants on their products.
This mission comes in the form of scientific expertise on the identification and evaluation of the dangers of the chemicals to which the consumer or his entourage are exposed when using these products. Beyond tobacco, whose health effects are known, it is the ingredients and additives used in the composition and especially volatile compounds formed in the emissions and which are inhaled.
La declaration to the authorities of each Member State concerned is carried out in a centralized computer system, set up by the European Commission and operational since May 2016. At this stage, national entities only have secure access for simple consultation of product declarations. The Commission is progressively enriching the functionality of the consultation interface. As a result, the Agency is gradually putting in place its provision of information as declared on the productsthat it will enrich with the evolution of the functionalities of the centralized information system.
