SUMMIT OF THE VAPE: Official communiqué and conclusion of the second edition.

Following the second edition of the Vape Summit which took place on March 20, 2017 at the CNAM in Paris, the Sovape association draws lessons and offers its conclusions in an official press release that we unveil to you.

PRESS RELEASE OF 27 MARS 2017

Absolute consensus between public health governing bodies, learned societies, users and professionals of the sector: the vape is a tool for reducing smoking risks.

1 - It is remarkable to note that there are no more discussions to say that vaping is a very important risk reduction for a smoker, even if there are differences of opinion among the participants at the top of the vape on other points.

2 - To recommend the vape to a smoker as a way out of smoking appears beneficial to the individual for the ex-smoker and society.

3 - There is a consensus that smoking and vaping is not a long-term goal and that "smoker-smokers" should aim (without necessarily delay) to stop smoking altogether. NB: Studies are needed to learn more about becoming an exclusive vaper (as on many points).

4 - On long-term vaping there is a disagreement between:
• vapers who say that vaping allows them to stay away from smoking and saves their lives, and
• Health workers who say that although the danger is much lower than that of smoking, the danger is not zero, they can only recommend the stop "one day" of the vape.

5 - There is consensus that there are rules regarding vaping in communal settings, but there are strong differences on how to reach this goal:

• education and civility,
• settlement, • law.

6 - The fear of the people about the dangers of the vape is totally irrational. This irrational fear in the name of the "precautionary principle" leads many smokers not to quit smoking, while quitting smoking saves tens of thousands of lives. For authorities and health actors, respecting the "precautionary principle" is to promote everything that allows to get out of tobacco, and therefore the vape.

7 - There is a consensus among participants that the vape should not be a smoking product for adolescents.
But to date no solid data has come to support the hypothesis that the vape constitutes an increase in the risk of entry into smoking. Teenage smoking has been declining since 2011 in France as well as in the US or UK where it has been studied. Decision makers must not have disproportionate fears.

Thus this second summit of the vape achieved its objective by bringing together more 200 actors from very different origins and led to take stock of the consensus and points of divergence of these actors. The divergences have been much reduced since the first summit of the vape 2016 and it is hoped that, through dialogue and the contribution of science, the consensus will be even wider at the third summit of the vape 2018.

If the organizers particularly appreciated the presence of Professor Benoît VALLET, Director General of Health and Dr. Nicolas PRISSE, President of the MILDECA, he hope that next year HAS, ANSES, Public Health France and Tobacco Info Service will be present from to enlighten the participants and to bring closer the points of view on this product: the dialogue between all can save many lives.
