THE PRESIDENT'S WORD, JACQUES LE HOUEZEC
“The first vaping summit was an undeniable success which brought together the opinions of the governing bodies of several public health actors, users and professionals in the sector.
On the occasion of the 1er Summit, 6 points reached consensus among the stakeholders:
- that the vape is at least 20 times less toxic than tobacco smoke;
- that the vape is a consumer product;
- that the vape has allowed many smokers to stop or significantly reduce their smoking;
- that the keys to success lie in the aromas, the right dose of nicotine and a suitable material;
- that the vape is no longer a competitor of tobacco among young people, but that it is advisable to remain cautious;
- long-term cohort studies are needed to confirm the benefits of the vape.
Three points remained in debate:
- users and many health professionals are demanding a strong signal from the authorities;
- the ban on the advertising of the products of the vape is mostly disavowed;
- the problem of banning vape in public places.
The conclusion of the 1er Summit of the Vape was that smokers should be encouraged to try the vape to quit smoking.
The presence of the Director General of Health, Professor Benoît Vallet, was a highlight of the first edition and opened the possibility of a working group on the vape at the Ministry of Health. Since then, the dialogue has taken place, and although progress seems too slow for most users, it has made progress on certain points. The logical outcome was the creation of an association, SOVAPE, whose main goal is to sustain the opening of the dialogue by proposing to continue these summit meetings and to propose actions. Thus was born the second Summit of the vape, whose main motivation is to continue the discussion and strengthen the role of the vape in reducing the risk of smoking.
The purpose of this second Summit, which, given the electoral calendar will take place on 20 March 2017, is to ask the essential questions concerning the health policies that will be put in place after these elections. Whatever the outcome of these elections, the vape must find its place in the health policies if we want to stop the mortality due to smoking. This disruptive technology has its full potential to ensure that the one billion tobacco deaths announced by WHO for the nineteenth century are reduced to a minimum. The vape is a solution that should not be neglected, because it engages the majority of smokers who do not go through a health course to try to stop smoking, this is the case of about 21% of them. However, to achieve this, it is also appropriate that health professionals and health authorities unambiguously put forward this solution that has worked in France for more than a million smokers already. This is the choice made by the United Kingdom, which already has far fewer smokers than our country. If the political will to reduce the disastrous impact of smoking in our country (80 deaths per year, 78000 deaths per day) is there, we can really advance public health in France.
It is for all these reasons that I call all the people concerned, and above all the users, who by self-support have made this technology the most significant advance of all time on the misdeeds of smoking, to join us and help us make this 2th Summit of the Vape a success at least as great, if not greater than the 1er Summit. It is therefore important for all stakeholders, especially the authorities and health professionals, as well as the users, to help us. Both by their indispensable presence, but also by their financial support, even the most modest, so that this Summit, like the 1er is, and remains, totally independent.
